त्रिभाषा सूत्र-का प्रारूप भाषा से संबंधित समस्याओं को सुलझाने के लिए तैयार किया गया है। प्राथमिक स्तर पर कितनी भाषाएं सिखाई जाएंँ इस संदर्भ में भारत सरकार ने यह सूत्र अपनाया है। जिससे हम त्रिभाषा सूत्र की संज्ञा देते हैं। इसके अंतर्गत कक्षा पहली से कक्षा बारहवीं तक पाठ्यक्रम में विभिन्न भाषाओं के समावेश को निर्देशित किया गया है।

Which we call the three-language formula. Under this, the inclusion of different languages ​​in the curriculum from class I to class XII has been directed.

त्रिभाषा सूत्र के अनुसार हिंदी भाषा भारती और हिंदी भाषा-भाषी क्षेत्रों में भाषा शिक्षण के लिए अलग-अलग निर्देश हैं। सामान्यतः दोनों ही स्थिति में प्रत्येक शिक्षार्थी के लिए तीन भाषाओं का अध्ययन किया जाना अति आवश्यक होता है। तीनों भाषाओं का शिक्षण क्रम से दिया जाने का भी निर्देश दिया गया है।

According to the three-language formula, there are separate instructions for language teaching in Hindi Bhasha Bharati and Hindi-speaking areas. Generally, in both the cases, it is very important for every learner to study three languages.

तीनों भाषाओं का क्रम इस प्रकार है (The order of the three languages ​​is as follows)-

(अ) मातृभाषा या क्षेत्रीय भाषा के अनुसार शिक्षार्थी को आरंभ में उनकी मातृभाषा में ही शिक्षण दिया जाना चाहिए।अर्थात प्राथमिक स्तर में मातृभाषाअति आवश्यक है।
(ब) इसके पश्चात संघ की राजभाषा (हिंदी) एवं संघ की ही सह राजभाषा (अंग्रेजी )का भी शिक्षण दिया जाना चाहिए।
(स) तीसरे स्तर पर आधुनिक भारतीय भाषा अथवा विदेशी भाषा जो उपयुक्त दोनों के अंतर्गत नहीं होना चाहिए एवं शिक्षण माध्यम के रूप में प्रयोग की जाने वाली भाषा से अलग हो।

(a) According to mother tongue or regional language, the learner should be taught initially in his mother tongue itself. That is, mother tongue is very necessary in primary level.
(b) After this, the official language of the union (Hindi) and the co-official language (English) of the union itself should also be taught.
(c) Modern Indian language or foreign language at the third level which should not be under both appropriate and different from the language used as the medium of instruction.

तीनों भाषाओं के अध्ययन के अपने अपने महत्त्व एवं प्रयोजन हैं। प्रथम भाषा का महत्व इस बात को लेकर की शिक्षार्थी उस भाषा से अनौपचारिक रूप से पहले से ही परिचित होता है।अतः शिक्षार्थी को स्कूली शिक्षा के समय ही उस के माध्यम से अध्ययन में सरलता होती है।

The study of all three languages ​​has its own importance and purpose. The importance of first language is that the learner is already informally familiar with that language. Therefore, the learner has ease in studying through it at the time of schooling.

द्वितीय भाषा का महत्व इस बात के लिए संभव है कि प्रथम भाषा में बड़े स्तर पर संवाद एवं सूचनाओं को संग्रहण करना मुश्किल हो,इस प्रकार की स्थिति में इस भाषा का अध्ययन शिक्षार्थी को अधिक से अधिक सहायता प्रदान करें। इस भाषा के विशिष्ट प्रयोजन हैं ।जैसे-विभिन्न प्रकार की सूचनाओं को इकट्ठा करने एवं ज्ञान को अर्जित करने हेतु सचेतन एवं सोद्देश्य सीखी जाती है।

This language has specific purposes. Like-conscious and purposeful learning is done to collect different types of information and to acquire knowledge.

तृतीय भाषा शिक्षण के भी अपने विशिष्ट महत्व होते हैं। इस संबंध में यह ध्यातव्य है कि हमारे संविधान की आठवीं अनुसूची में 22 भाषाओं को उल्लेखित किया गया है। यह व्यक्ति के लिए सभी भाषाओं को जान पाना असंभव है, किंतु किसी न किसी रूप में मूल रूप से सभी भाषाओं की शब्द संरचना अंतर संबंधित होती है। इस प्रकार की स्थिति में उपर्युक्त दोनों भाषाओं के माध्यम से कोई भी व्यक्ति संवाद स्थापित करने के योग्य न हो तब उसे तीसरी भाषा के माध्यम से सफलता मिल। तीसरी भाषा के रूप में हिंदी भाषा -भाषी प्रदेशों के शिक्षार्थियों को दक्षिण भारतीय भाषा जैसे- तमिल अथवा किसी दूसरी भाषा का अध्ययन ज्यादा कारगर हो सकता है। वास्तव में यह संकल्पना अति प्रशंसनीय भी है। ऐसा करने से कोई भी व्यक्ति स्वाभाविक रूप से अपने समस्त देश के भ्रमण का ही नहीं बल्कि दूसरे स्थान की संस्कृतियों की भी गहरी समझ विकसित कर सकता है।अतः भाषा संबंधी समस्याओं के निपटारे हेतु त्रिभाषा सूत्र अतिआवश्यक है।

Third language teaching also has its own specific importance. In this regard, it is to be noted that in the Eighth Schedule of our Constitution 22 languages ​​have been mentioned. It is impossible for a person to know all the languages, but in one way or another the word structure of basically all languages ​​is inter-related. In such a situation, if any person is not able to communicate through the above two languages, then he can get success through the third language. As a third language, learners of Hindi-speaking regions may find it more effective to study a South Indian language such as Tamil or any other language. In fact this concept is very appreciated too. By doing this, a person can naturally develop a deep understanding of not only the whole country's visit but also the cultures of other places. Therefore, the three language formula is very necessary to solve the language related problems.
